IMO ASSEMBLY APPROVES APPOINTMENT OF MRS ANNE-MARTINS EZIRIM AS DEPUTY CLERK

In a deliberate move to fill the vacuum created since September 2024, and in a bid to reduce work load in the Clerk's office while at the same time enhancing service delivery, the Imo State House Of Assembly has approved the appointment of Mrs Anne-Martins Ezirim, as the Deputy Clerk of the House.

This was the outcome of the House Plenary activity on Tuesday 20/05/2025.

Presenting the Motion, the Member Representing Ngor-Okpala State Constituency at the Imo State House Of Assembly, Hon Prince Obinna Ambrose Egu, PhD, explained that the Legislative Arm Of Government has been without a Deputy Clerk since September 2024, and as a result, has created vacuum in the Assembly bureaucracy. 

The Ngor-Okpala lawmaker further noted that qualifications for a Deputy Clerk are stated in Section 16 of Imo State House Of Assembly Service Commission's Law No. 21 of 2018. 

While nominating Mrs Anne-Martins Ezirim to be appointed Deputy Clerk to fill the vacuum created since September 2024, Hon Prince Egu, who is also the House Committee Chairman On Education further noted that *"from the Legislative Department, One person is now eligible to be appointed Deputy Clerk, being Staff under Imo State House Of Assembly Service and having attained Grade Level 15 due to the recent promotions approved by His Excellency, Distinguished Senator Hope Uzodimma, and such appointments will reduce work load in the Clerk's office, while consequently enhancing service delivery in the House bureaucracy".* 

Hon Egu went further to describe Mrs Anne-Martins Ezirim as a dedicated and competent public servant, who if approved as Deputy Clerk will bring enhanced professionalism and structure to the Legislative Arm of Government.

The Motion which was seconded by the Deputy Minority Leader And Member Representing Owerri Municipal State Constituency, Hon Clinton Amadi, was co-sponsored by 6 Lawmakers as follows :

1. Rt Honourable Amara Chyna Iwuanyanwu.

2. Hon Chigozie Nwaneri.

3. Hon Obinna Ambrose Egu.

4. Hon Dominic Ugochukwu Ezerioha.

5. Hon Innocent Ikechukwu Ikpamezie.

6. Hon Emeka Kingsley Ozurumba.

Following unanimous agreement, after Hon Barrister Chisom Ojukwu (Nkwerre) and Hon Barrister Ikenna Martins Ihezuo (Orlu) spoke glowingly of the qualities of Mrs Anne-Martins Ezirim, visavis, her dedication and exceptional talent, and the need to fill the vacuum created by the absence of Deputy Clerk in the Assembly, the Speaker, Rt Honourable Chike Olemgbe, who presided, Ruled as follows :

* Be It Resolved By This Honourable House That Mrs Anne-Martins Ezirim, Head Of Legislative Department And Deputy Director (Grade Level 15) In The Legislative Department Be Appointed Deputy Clerk.

* Be It Also Resolved That The Chairman Of Imo State House Of Assembly Service Commission Be Officially Notified By The Clerk To Take Further Necessary Action In Line With The Provisions Of The Law No. 21 Of 2018 To Implement The Decision Of The House.

The Clerk was directed to communicate the Resolution of the House to the appropriate quarters.
